San Diego County marked a milestone with the opening of its first licensed cannabis consumption lounge, “Sessions by the Bay,” in National City. Launched over 4/20 weekend, the three-story venue—featuring a dispensary, rooftop lounge, immersive art installations, and on-site dining—is located in the city’s tourist commercial zone on land owned by the Sycuan Tribal Development Corporation. The lounge is the product of nearly three years of planning following the 2022 passage of Ordinance No. 2021, which governs marijuana business operations in the city, including strict rules on age limits, on-site consumption, and security. Guests can enjoy pre-rolls, edibles, vapes, and infused beverages in a setting designed to be both compliant and community-focused.
Operated by industry veterans Alex and Pearl Ayon, Sessions by the Bay prioritizes public health and local economic impact, including hiring local residents and investing in youth and substance abuse programs. The lounge is expected to generate $1.5–$2 million in annual tax revenue, contributing to a broader marijuana licensing program projected to bring in up to $3 million for the city. Its reduced operating hours—shorter than state marijuana laws allow—have sparked discussion among local leaders seeking to prevent economic leakage to neighboring cities. As the first cannabis lounge of its kind in the region, Sessions by the Bay is positioned to redefine cannabis retail and experiential spaces across Southern California.
